The subcommittee committee deliberated and approved it, and is hereby announced, and will be implemented as of January 1, 2020. The "Industrial Structure Adjustment Guidance Catalog (2011 Version) (Revision)" shall be repealed at the same time.

Compared with the currently effective 2011 revised version, the "Industrial Structure Adjustment Guidance Catalog (2019 Edition)", hereinafter referred to as the "Industry Guidance Catalog (2019 Edition)", cancels the beer industry’s production capacity of less than 18,000 bottles/ Hourly beer bottling production line” (restricted category) and “Glass bottle beer bottling production line with a production capacity of less than 12,000 bottles/hour” (a phase-out category). Other types of alcohol: Encouraged category increased by 73. Wet alcohol gluten (WDGS) application; cancelled the restricted liquor production line.

It is reported that the "Industry Guidance Catalog (2019 Edition)" involves a total of 48 industries, with 1,477 entries, including 821 encouraged categories, 215 restricted categories, and 441 eliminated categories. Compared with the current revised version in 2011, from the perspective of industries, the encouraged category has added "human resources and human capital services", "artificial intelligence", "old care and childcare services", "housekeeping" and other industries. The "education, culture, health, and sports service industries" were split and set up separately; the restricted category deleted the "fire fighting" industry, and the eliminated category added "mining" industries and other related items; in terms of number, the total number of items increased by 69, of which There were 60 items in the encouraged category, 8 items in the restricted category, and 17 items in the eliminated category. From the perspective of revision, a total of 822 items were revised (including additions, amendments, and deletions), with more than 50% of the revisions.

On April 8, 2019, the National Development and Reform Commission and relevant departments revised the "Industrial Structure Adjustment Guidance Catalog (2011 Edition) (Amendment)" and formed the "Industrial Structure Adjustment Guidance Catalog (2019 Edition, Draft for Comment) )". In order to allow relevant departments to better understand the status quo, trends and demands of the industry’s development, the association has repeatedly put forward suggestions to relevant departments, and in October 2018, it received the "National Development and Reform Commission's revised < Guidance Catalogue of Industrial Structure Adjustment ( After the 2011 (this) Decision on Related Provisions> and the letter of soliciting opinions, the following suggestions were promptly provided:

Summary of recommendations for "restricted category: 14. Beer bottling production lines with a production capacity of less than 18,000 bottles/hour" and "eliminated category: 23. Glass bottle beer bottling production lines with a production capacity of 12,000 bottles/hour". It has become a global trend for small and micro production lines to adapt to the fragmented consumer demand of FMCG. The scale of production is no longer a condition for judging product quality, and guiding small but precise, small and beautiful production methods is the future development direction of the beer industry. Food safety and environmental protection requirements can be bound by corresponding national standards, which can guide the standardized development of small and micro industries. Therefore, it is recommended to delete this entry to adapt to the current industry development requirements.

At present, the "Industry Guidance Catalogue (2019 Edition)" published by the National Development and Reform Commission has adopted the above opinions put forward by our association, and deleted "beer bottling production lines with a production capacity of less than 18,000 bottles/hour" (restricted) and "production capacity of 12,000. "Bottle/hour beer filling production line for glass bottles" (belonging to the obsolete category). With the official release and implementation of the "Industrial Structure Adjustment Guidance Catalogue (2019 Edition)", and the publication of the group standard of "Workshop Beer and its Production Specifications" soon, it will be possible for the workman beer to be included in the production license review.
